The Net Neutrality Compendium stems from three years of discussions nurtured by the members of the Dynamic Coalition on Network Neutrality (DCNN), an open and multi-stakeholder group, established under the aegis of the United Nations Internet Governance Forum (IGF).

Luca is the founder and co-chair of the Dynamic Coalition on Network Neutrality of the United Nations Internet Governance Forum.




Primavera De Filippi, PhD is a permanent researcher at the CERSA / CNRS / Université Paris II. She is a faculty associate at the Berkman Center for Internet & Society at Harvard. Primavera is the co-chair of the Dynamic Coalition on Network Neutrality.
